ISRO gets Rs. 400 crores more for its research
The Indian government has approved an extended financial aid to the Indian Space Research Organization. ISRO is responsible for the development of the India’s space program and these extra funds would aid in its several projects crucial for technical development of their various channels. The decision was taken by the Cabinet Committee on Security (CCS), which was presided by the Prime Minister of India, Mr. Manmohan Singh.
The meeting was held late last night meeting and the decision to extend the financial aid was announced by the Defense Minister Pranab Mukherjee. ISRO is currently working on a mission to moon targeted in the next five years and these funds were essential to keep the project on track and ensure its success.
ISRO also recently successfully launched its heaviest and most capable satellite to space yet. INSAT-4A was launched in the space from Kourou spaceport in French Guyana and is expected to boost the availability of DTH technology in the country. ISRO has more satellite launches planned in this series in its mind and is expected to launch seven satellites within a span of three years.

Dr Aryan God’s Angel or butcher
I Ashfaq Ahmed, Aged 28yrs, resident of 561/21-gali no-8, Madanpuri, Gurgaon (HR) wants to say in front of you as follows on behalf of my wife aged 25yrs. I have been made into big collapse, both mentally & financially by the deficiency in the medical services provided by Aryan Hospital (Old Railway road, Gurgaon-HR) under the supervision of Dr kamlesh Aryan.
I am a middle class person working with a private firm & now I am under big trouble. I here by describe you the whole of the incident.
It was on 14th June 2005,when my mother realized that my wife would be suffering labour pain in few hrs & hence should approach to a hospital for the delivery of my first baby. Every thing was normal till that time except she was complained of high blood pressure since previous one week, which we also took note & was also in regular touch of Dr Kamlesh Aryan. In this regard we got the routine check up of her on dated 9th June 2005 at Aryan Hospital.Dr Aryan dealt the check up & informed us that she is having complaint of Hypertension & prescribed medicine as well.
At on 14th June 2005 around 6’clock my mother & my brother took my wife to Aryan Hospital for the delivery. They met Dr kamlesh Aryan & She informed them to deposit Rs 5000/- for delivery & to wait for the availability of room. My brother deposited the same to the receptionist Sunita who was dismissed by the hospital management after one month of this incident. When my brother asked for the receipt, they expressed the inability to give the receipt & they said that accounts depart will deliver the receipt on opening. Mean while my wife’s position was apparently getting critical & it’s appeared that she has taken to the labour room immediately. One hour later they took her to the labour room, afterwards within 15 minutes it was informed that she had delivered a baby boy. My mother was shocked to saw her in an unconscious state. Dr Aryan informed us that CT scan & MRI is required and Rs 10,000/- is to be deposited for the same.
We deposited the amount at Aryan Hospital but the CT Scan & MRI was done in Modern Diagnostic Center (New Railway Road, Gurgaon) where Mrs. Aryan gave his own cheque and stated that she suffered the expense.
After the report of CT scan & MRI, we were informed that she got brain hemorrhage. Dr.Aryan referred her to Vim Hans hospital (Nehru Ngr, New Delhi) and said that she had consulted with Dr V.P.Singh of Vim Hans by phone, and informed him her critical condition and she required an operation.
After that she issued us a discharge summary. The discharge summary was issued in haste, as it was evident from the fact that discharge summary mentioned left side paralyses where as in actual it was right side paralyses. It also mentioned entry time 07:10 am and delivery time 07:47 where as the actual time entry was near about 06:00 am. Also it is not possible for any hospital to attend the delivery & followed medical testes within a short span of 37 minutes. It also reported normal blood pressure (130/90). Besides reporting a brain hemorrhage, which was itself a contradictory statement.
I had spent around 6 lakh rupees for her treatment and I have debt for this treatment after spending such a big amount & such a long treatment. Now the condition of my wife is that neither she recognizes nor she is not able to walks. I am not in a position to take care of my son. My elder brother has taken him to Aligarh (My native place). Continuously I am taking money from Bank, company & relatives.

When I felt the negligence of the hospital individuals and wrong discharge summary, I have complained to Dy. Commissioner, President (Indian medical council), SSP (Ggn), Civil surgeon & I.G against Aryan hospital in the month of September.
I was mentally disturbed with this situation of my family and my economic condition. My tension increased a lot when two person whose faces were covered, came to meet me while leaving the company bus to go home near about 11:30pm on dated 28/10/2005 and threat me to leave the city before diwali and not to file any case into the court against Dr kamlesh Aryan otherwise you will be suffered. Next day I met to SSP & informed him the whole situation.
After one month, one day Mr. Samsuddin (ASI) called me at police chowky & told me that why you have blamed on Dr Aryan, they are very nice person & they have full documents & can file case against you (man hani ka dawa). Again I informed all these facts to SSP through application.
On dated 3rd Dec 2005 I went to Zagg studio (Okhla, New Delhi) to attend a programe on relation ship between Doctors & patients organized in the studio. The studio called so many doctors patient’s victims of negligence of concerned. Dr P.Aryan (H/O Mrs. Kamlesh Aryan) was also present there. At the end of the programme Mr. Aryan came to me & threatened me in a harsh language. These are his words “If you complained anywhere, no action would be taken. Money has the power & I can buy any one & can also finish you, but I know that it will not effect on my hospital either you are living here or not. That’s why I told you leave it, other wise you will be become mad†when I said that I would go to the court, then he replied that no any court can do any thing and his brother Justice Aryan who is session judge in Delhi high court. Later I informed this also to the C.M Delhi. After that C.M ordered to the Joint Commissioner of Police (Vigilance) to make an enquiry on this case. But neither any enquiry nor any action was to be taken.
Investigation procedure
On dated 3rd Jan 2006 team of doctors goes to Aryan hospital for Investigation. After investigation they ask me the following.
(1) You have any proof for the submission of Rs15, 000/-
(2) You have any proof for hospital negligence.
(3) You have any witness to prove that you had brought your wife at 6’o clock in the morning.
If I was a criminal or a politician or belong to Gurgaon then I can give witness or proof, just like in the case of Rajinder Park (on dated 6th Jan 2006 a lot of peoples beat Dr Aryan & destroy hospital furniture & burn his car).
On dated 9th Jan 2006 DSP (Traffic) Mrs. satyawati heard my case of threat. After heared my case she asked me that you have any witness or proof. I replied her that when any body came to threatened me, with covered face, then what can I do, save my life or searched for witness otherwise note the vehicle number.
On dated 10th Jan 2006 DSP Rathi called me in his office for hearing on my complaint (Hospital Negligence) came from DGP (Haryana). Mr. Rathi also ignored me 2,3 days & at last he informed me that you have to give a written statement to the office steno and then you can go.
CMO, Dy Commissioner, SSP, Commissioner & I.G had given the reports in favour of Aryan hospital. They are very well known about Aryan hospital & its negligency cases. But I don’t know why they have not taken any action. Again I have complained to Chief Secretary (Haryana) and he ordered to civil surgeon (Faridabad) through Director (Health Service) Chandigarh to make an enquiry about the case. Civil Surgeon had not done any enquiry. If, he had done any inquiry then why he had not intimated me or called me at the time of Investigation. Civil surgeon also given report in favor of Aryan hospital.]
On dated 16th march 2006 the same complaint (hospital negligence) came from state vigilance to Inspector Sumer Singh (detective 1st). He also said to me that this is a medical negligence case and if the District commissioner gives the direction then I can take any action.
After that, I have complained to CM, Governor & secretary Grievances against civil surgeon (faridabad) & Aryan hospital. For a long period when no response from these personalities I had complained to President of India, prime minister, Chief Justice, Attorney General, National Human rights Commission, National Commission for women, CVC. When complaints come from senior authorities to CMO (gurgaon), he attached his report in favour of Aryan hospital & returned the complaints (in which he mentioned that the enquiry was done through a board and there was no negligence of hospital). In the case of threat SSP (gurgaon) attached his reports & closed the file (in which he mentioned that there is any witness otherwise any vehicle number.)
In this current year three cases were high lighted against Aryan hospital included mine.
(1) On dated 6th Jan 2006 a girl of aged about 15 years; a residence of Rajender park gurgaon (Hr) expired due to negligence of this hospital. FIR was written against this but no action to be taken. Newspapers (dainik jagran, dainik bhaskar, amar ujala, Punjab keshri & dainik tribune) & Electronics medias were also displayed the news.
(2) A girl paralyzed due to hospital negligence. Investigation was also be done but till date no action against the hospital to be taken. Newspapers (daink tribune) reported this in detailed.
(3) In my case newspapers (dainik jagran, dainik bhaskar, amar ujala, dainik tribune, nav bharat times) reported all the incidents in detailed & local channel (ten media) also displayed this in their news time.
If such a situation is to be created in future that nobody has any fear on law and order then it is very dangerous for normal human beings to live in. I am depressed to say that no body was come to help me to enquire against Aryan hospital. I am appealing to you for help .
