I have BSNL netone dial up connection. These days the speed is 11Kbps. Before 2 months I had around 40Kbps. How can I get the speed of 40Kbps? Is the charge for using netone in day and night are same?

I purchased a Computer with modem and I having a land line from BSNL, I am using Dial-up connection by using my own land line BSNL. Now I would like to know how it is billed (tarrif) if I am using this facility, by BSNL?
