Of course AOL is starting from scratch, they never did have their own search engine before, they have to start from scratch! Many (majority) search engines are actually just "piggy backing" off other major search engines, good example is the over talked about Accoona.com which basically uses Overture.com's (sold to Yahoo this year) powerful results...
